Street Works Inspector / Network Compliance Officer

Location: Newham, London
Contract: Temporary
Hours: 36 hours per week, Monday to Saturday
Pay Rate: £24.37 per hour PAYE or £31.81 per hour Umbrella
Working Arrangements: Hybrid (3 days in the office/on site)
Driving Licence Required

Adecco are recruiting on behalf of a Local Authority for an experienced Street Works Inspector / Network Compliance Officer to support the management, inspection and compliance of street works activities across the borough.

This is an excellent opportunity for a highways professional with experience in street works inspections, permit schemes and traffic management to play a key role in ensuring works on the highway are completed safely, efficiently and in compliance with legislation.

Key Responsibilities

  • Inspect road and pavement works undertaken by utility companies and contractors.
  • Ensure compliance with the New Roads and Street Works Act (NRSWA), Traffic Management Act and local authority requirements.
  • Monitor site safety, including traffic management arrangements, signage, barriers and pedestrian routes.
  • Assess reinstatements to ensure highways and footways have been restored to the required standards.
  • Identify and record defects, non-compliance issues and carry out enforcement activities where necessary.
  • Investigate complaints relating to roadworks, traffic management and highway occupation.
  • Liaise effectively with utility companies, contractors, highways teams and members of the public.
  • Use GIS systems, street works management software and inspection tools to record findings and manage permits.
  • Monitor compliance with permit conditions and approved traffic management proposals.
  • Escalate non-compliance issues and support enforcement action, including Fixed Penalty Notices, in accordance with NRSWA and permit scheme requirements.
  • Assist with the assessment and approval of:
    • Temporary Traffic Regulation Orders (TTROs)
    • Temporary Traffic Notices (TTNs)
    • Road closures
    • Special events and filming activities
  • Support the coordination of major highway, utility and infrastructure projects.
  • Undertake any other duties appropriate to the level of the role.
Essential Skills & Experience
  • Strong knowledge of highway and street works legislation.
  • Understanding of health and safety requirements relating to highway works.
  • Experience identifying defects and assessing reinstatement quality.
  • Excellent communication and stakeholder management skills.
  • Ability to work independently and make sound decisions on site.
  • Strong report-writing and IT skills.
  • Experience working within highways, civil engineering, utilities or local government environments.
  • Knowledge of permit schemes and highway regulations.
  • Comfortable working outdoors in all weather conditions.
Essential Qualifications
  • NRSWA Street Works Supervisor Accreditation.
  • Lantra Sector 12D qualification.
  • Highway inspection experience.
  • Full UK Driving Licence.
