Lead and manage the HR Operations team, focusing on the delivery of the Workforce Strategy to ensure that the Council and Schools have the right people with the right capabilities, skills and attitudes in the right place at the right time.
In this job you will
* Lead the HR Operations team to provide professional expertise and direction for the Council and Schools through effective strategic business partnering, influencing and challenge to support delivery of the Council’s key priorities and services.
* Lead the delivery of operational HR support to those schools that buy back the HR Schools’ Consultancy service.
* Provide strategic HR operational advice to the Council and school leadership teams in order to meet their strategic priorities.
* Provide guidance and support on organisational change, including service re-design, restructuring and senior recruitment.
* Lead on the development of service workforce plans and the delivery of operational action plans that address identified issues and shortfalls in performance and capacity.
* Continually develop partnership and joint working arrangements, including conducting baseline assessments and audits, to improve service delivery and realise financial savings.
* Lead on the consultation and negotiation with Trade Unions in relation to all HR Operations matters to ensure effective and harmonious employee relations.
* Provide professional expertise and oversight into escalated HR cases and highly complex employee relation matters which arise, so that the Council meets its legal obligations, employees are managed in a fair way and employee relations are maintained.
* Develop and commission income generation plans, identifying plans for new income streams across the HR service to ensure resources are maximised and savings realised.
* Manage the deployment of budgets for HR Operations to ensure that opportunities for further funding are maximised and co-ordinated to make effective use of resources and secure best value.
* Act as lead representative for the Transactional Service Centre and ensure effective service delivery against agreed service level agreement.
* Provide specialist advice, guidance and information on HR Operations to ensure that senior management and Members make informed decisions regarding resource priorities and changing demands.
* Develop and deliver training on HR policies and training for Headteachers in buy back schools.
* Manage the deployment of budgets for HR Operations to ensure that funding is maximised and co-ordinated to make effective use of resources and secure best value.
In this job you will need
You must be able to demonstrate the following essential requirements:
* Educated to degree level or equivalent.
* Member of Chartered Institute of Personnel and Development (MCIPD)
* Significant post qualification experience of working in human resources, demonstrating in depth knowledge of HR policies, trade unions relations and applying employment law.
* Significant experience of working as a senior HR professional including working at a strategic and corporate level with Directors, Senior Staff, Members, external agencies etc.
* Extensive post qualification experience with significant experience of business partnering and the development of corporate policies at a senior management level.
* Significant experience of managing a team of specialist professional staff.
* Extensive HR knowledge and experience, including business partnering, complex employee relations issues.
* Demonstrable ability to think innovatively and provide practical solutions to meet complex HR needs and priorities.
* Seasoned HR practitioner with sound professional judgement required for working in a complex environment.
* Experience of delivering training and development concepts and principles.
* Highly developed negotiating, influencing and challenging skills for joint and collaborative working with all staff, managers, schools, Trade Unions, external agencies etc. HR legislation, policies, procedures, regulations and rules
* Experience in contracts, tenders and financial regulations and budget management
* High level skills to analyse information/data, identify trends, write reports and present information clearly to a range of audiences
* Use of Microsoft Office applications, spreadsheets IT packages and training tools, PowerPoint, etc
* Skills to develop effective working relationships
