PRISON OFFENDER MANAGER
HMP Five Wells, Wellingborough
£28,520 per annum, Permanent
Full Time 40 hours per week

A brand-new contract, large scale employment opportunities; HMP Five Wells in Wellingborough is setting a new standard for new build prisons of the future, using forward-thinking design and technology. The Prison will be the UK’s first purpose-built, new resettlement Prison. Opened in early 2022, this is a one-of-a-kind new generation category C new build Prison for the future, HMP Five Wells is becoming an integral part of the local community. 

Care & Rehabilitation Services (CaRS) already successfully manages 4 prisons, one secure training centre and a number of community contracts in England and Wales. The philosophy of our prisons is rehabilitation, equipping our residents with the skills to re-integrate into mainstream society on release. We seek to normalise prison conditions as far as possible to reflect life in the outside community. Our aim is to create an environment in which staff and residents feel safe. 

We are looking for an experienced Prison Offender Manager (POM) to join our team. You may already have experience within a custodial environment and are seeking a new challenge or ready for the next step in your career.  

The Prison Offender Manager (POM) will contribute to and lead the management and assessment of low to medium risk prisoners at HMP Five Wells and to prepare, implement, review and evaluate their sentence plans with them. The POM will build effective, appropriate and supportive relationships with prisoners, with the aim of reducing re-offending. 

You will act in a supportive role to probation officers based at HMP Five Wells in the case management of medium to high-risk prisoners and you will undergo training to carry out this specialist delivery role as a Prison Offender Manager. 

The role is Non-operational with no line management responsibilities but with supervisory responsibilities when required. 

Some of the key responsibilities to this role are: 

Day-to-day delivery of offender management / Oasys policy, practice and procedures and associated communication strategies to ensure compliance with the relevant standards, including security instructions 
Work with a residential caseload of between 75 and 115 that will include cases that are co worked with NPS (National probation Service). Responsible for Tier C & Tier D Low ROSH (Risk of Self Harm) 
Work with residents in caseload to undertake one to one supervision to address issues related to ROSH (Risk of Self Harm) and Reoffending, engaging with sentencing planning and support. 
Involvement in all relevant processes within the prison such as ACCT and Violence Reduction for those within your case load. 
Maintain and update systems in line with local / national arrangements. 
Coordinate activities within the sentence plan through liaison with prisoners and other departments and agencies, including gathering and exchanging information and understanding / investigating conflicting opinions on prisoner progress. 
Contribute and attend Multi-Agency Public Protection Arrangements (MAPPA) Boards and work with all relevant external agencies to protect the public when releasing prisoners under MAPPA. 
Adhere to the schedules as per OMIC (Offender management in Custody) 
Attend monthly reviews with Line Manager and Head of Offender Manager Services to review current case load, highlighting any issues and identifying any training needs. 
Support with transactional duties for High-Risk Cases which are managed by Probation Services 
Support the Operational needs of the establishment when required.    
Ensure the maintenance of security within the prison environment by compliance with security instructions. 
Assist in the promotion of creating a positive Health & Safety culture across the site leading by example, this includes reporting accidents and near misses in a timely manner & follow the applicable safe systems of work for the role.

THE IDEAL CANDIDATE: 

Completion of the Priority training modules.
Understanding of the fundamentals of Risk Management
Experience in working with and managing Prisoners.
Strong communication skills.
Attention to detail
Ability to manage tight deadlines and competing priorities.
You will have a consultative and can-do attitude, supporting and coaching prisoners to maximise their performance and ensure values, ethical standards, equality and diversity, policies and procedures are met. 

You must possess excellent communication skills both written and oral, alongside good negotiation and influencing skills with an academic qualification in criminology being desirable.
