Job Description

Role: Building Services Manager (Electrical Bias) for Local Government compliance Property services team

Outline:

To ensure that the council's obligations under the Electrical Regulations and other associated health and safety regulations are adhered to and enforced.

To manage the servicing and inspection programmes for areas including, but not limited to, electrical safety, lifts and lifting equipment and door entry, ensuring the council remains compliant with its statutory and non-statutory obligations.

To manage the repair contracts for areas including but not limited to electrical safety, lifts and lifting equipment, door entry.

To act as the responsible person enforcing the council's legal right to access for electrical safety under the housing act, representing the council at court in order to gain access.

Operational Duties:

* Manage the delivery of the servicing and repairs programmes for all areas of electrical safety. Acting as budget manager for the associated contracts with a value of approximately £1m

* Manage the audit contract for the electrical servicing contracts and ensure a robust audit is carried out of the service provided, implementing, and managing and subsequent improvement actions required.

* Identify and monitor potential risks within programmes and take appropriate preventative steps to reduce risks to the council, including preparing for and taking court action under the environmental protection act legislation, including attendance at court.

* Ensure compliance with all health and safety requirements for electrical safety. Keep up to date on legislation and best practice and implement changes to procedures as required.

Knowledge, Skills & Experience:

An in-depth understanding of electrical safety legislation and best practice in the context of a larger social housing provider.

Professional qualification e.g., AESM level 4 or equivalent, or can demonstrate equivalent relevant experience.

An in-depth knowledge of the enforcement route for electrical safety.

Building legislation including Planning, Building regulations, CDM, Health & Safety Legislation and Party Wall Act.

Proven experience of managing electrical servicing and repairs contracts

Contract dispute and resolution including various forms of contract.

Proven experience of team management where targets are exceeded and effective, efficient services delivered.

Proven experience of managing compliance in a local government environment.
