Job Description

We have an exciting opportunity for a Finance Business Partner to work for Thames Valley Police at their headquarters in Kidlington.

This role is a temp to perm position for the right person. Working Monday to Friday hybrid working.

PLEASE NOTE DUE TO POLICE VETTING CRITERIA YOU MUST HAVE RESIDED CONTINUOUSLY WITHIN THE UK FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION. UNFORTUNATELY ANYTHING LESS THAN THIS CRITERIA WILL NOT BE CONSIDERED.

The overall purpose of the role is to: Develop and manage budgets in partnership with business management teams providing financial advice, in regard to all financial matters relating to the relevant Business Unit and ensuring adherence to financial controls. Leading on the monthly monitoring with Business units ensuring performance and plans are effectively reflected in consolidated reports with Corporate Accounts team

KEY ACCOUNTABILITY AREAS

Partnering Business units to deliver their operational objectives, providing support in the development of the business budgets, monitoring performance and providing support in the financial development of opportunities.
Ensuring Business unit activities are in accordance with Force financial policies and procedures and the importance of good financial management is appreciated. Ensuring organisational financial compliance with spending criteria, with regards to grants, agreements, & contracts with funders.
Develop, manage and motivate the team and contribute to the standardisation, enhancement of processes and policies that support the effective management of the forces resources. To provide advice to the business, identifying opportunities to enhance and improve finance processes to make effective use of resources.
Identify areas of concern in the monthly financial performance and work with senior colleagues (in Finance and Business) to identify improvement plans to mitigate the financial impact. Monitor the progress of the improvement plans and challenge as required. Work with the Corporate Accountants to ensure the analysis is fed in to, and accurately reflected, in the consolidated Chief Constables Management Team (CCMT) / Police and Crime Commissioner (PCC) reports for revenue and project costs to agreed timetable.
Responsible for the development of Business Units budgets ensuring cost drivers are understood and evaluated, savings proposals are carefully prepared and deliverable and new initiatives are evaluated so that the business management team can commit to delivering services within resultant budget;
Responsible for provision of analysis and advice in the development of business cases and projects for service improvement and/or savings proposals, working with key stakeholders in a coordinated manner in regard of commercial advice;
Provision of information and analysis, on time, to support the Corporate Accounts Team in the timely and accurate delivery of all statutory returns, monitoring and reporting grant funding, Home Office, NPCC requirements and year end information and analysis for the production and delivery of the annual accounts
Support Procurement and Business leads in the preparation of commercial tenders / procurement proposals ensuring there is compliance with forces procurement policies and contracts represent Value for Money (VfM). On the award of new contracts, ensure Business Units budgets reflect any cost impact.
Any other duties as allocated by the Senior Business Partner as and when required.ESSENTIAL REQUIREMENTS

CCAB Qualified Accountant with experience of partnering business units delivering objectives within agreed budgets. E Proven experience of working flexibly in a business facing finance role.
Able to interpret/analyse highly complex financial and statistical data, reason, evaluate, draw appropriate inferences to enable innovative problem solving and reports.
Strong communication and influencing skills with stakeholders applying tact and diplomacy.
The ability to work under pressure and to tight deadlines.
Advanced Excel and information systems skills and the ability to assimilate information skills.
Ability to think creatively and laterally and identify opportunities and initiate new ideas, particularly taking advantage of financial opportunities to maximise resources.
Able to develop strong relationships to contribute to the overall direction of the Business Unit.
