collaboratively with the Business Development and Operational managers to secure new business and supporting organic growth of contracts with Cubic Transportation Systems existing customers.Essential Job Duties and Responsibilities: Management of multi-disciplinary teams on the production of high quality, innovative tenders, within the Cubic governance frameworkThe ongoing development of bid management processes that align and support the objectives of the Cubic businessProvision of sound financial, commercial and technical guidance to the Business Development and Operations teams during the tender phaseProvision of support to the Operations team during handover following contract awardTender activitiesDeliver tenders across a range of procurement routes, including tender, mini-tender, reverse auction and Invitation to QuoteTake ownership of the production of high quality, competitive tenders from PQQ to submission for a wide range of opportunities ranging from 50k – 100+mCollaborate with the Bids and Proposals team to identify and assess technology partners for tenders and long term strategic partnershipWork with the Bids and Proposals team and Operations teams to generate ideas and USPs to deliver winning tendersPlan and manage resources for bid preparation, negotiation and future project deliveryEnsure that the tender is planned, delivered and submitted in a timely and professional mannerManage the approved bid budget for each tenderLiaise with the Commercial team to ensure that robust commercial and financial arrangements are delivered for both Cubic and supply chain partnersIdentify and manage risk at both the tender phase and during handover to OperationsLead the tender through internal governance, liaising with Senior Management to provide confidence in the solutions offeredCompile costing models with support from the Finance teamChallenge solution and delivery models to drive innovation and the production of competitive, high quality tendersMaintain accurate and comprehensive internal bid documentationLiaise with Research and Development teams to ensure that customer requirements are integrated into Cubic engineering directionEnsure that standards, training requirements and regulatory requirements of tenders are fed back to the Programme Management OfficeCreate and maintain a bid library of high quality material to maximize efficiency of the bid processDevelop mobilisation strategies for tenders and work with the Head of Planning to ensure adequate resourcing and supply chain support is available to deliver successful tendersPost Tender activitiesTo ensure comprehensive handover of the project from the bid to Operations assuring that Cubic’s delivery team personnel understand the requirements of the specific contract that they are charged to deliverTo perform lessons learned reviews on submitted tenders and to develop on existing processes as part of a wider continuous improvement processTo assist the Project Manager in mobilisation of projectsTo comply with internal governance during handover to OperationsTo liaise closely with and provide advice and support to Cubic Transportation Systems Project Managers in the growth of existing projectsTo assist with contract variation processesGeneral SupportTo consider and deliver improvements to the Business Development and tendering processes to deliver higher pWin and re-bid percentagesTo contribute to the development of strategic objectives of Cubic Transportation Systems and to work as directed in implementing themComply with Cubic’s values and adherence to all company policy and procedures.  In particular comply with the code of conduct, quality, security and occupational health, safety and environmental policies and directors, Financial and Legal Counsel where appropriateMinimum Job Requirements: Skills knowledge and experience: Essential:Proven track record of effective bid management and administration at a senior levelDemonstrable knowledge of commercial, finance and market related requirements for tendersProven track record of management of multi-disciplinary teams including senior personnelComputer literate and good knowledge of Microsoft officeExperience in dealing with procurement and contracts outside the EUDesirable:A general understanding of the technology being employedDriving licenseUnderstands and has experience of European and UK public sector procurementEducation and qualificationsEssential:Degree in Computer Science/Engineering /ITS and /or relevant experience.Desirable:Masters in related disciplinePersonal QualitiesA self-motivated; focused individual with excellent inter-personal and presentation skillsMust be able to demonstrate strong
