Role Responsibility:PROCUREMENT SUPPLY CHAIN MANAGERCheltenham40hrs, Full Time, Permanent60,000 - 65,000 per annumExcellent Company benefits including Contributory Pension and Company CarAt G4S Facilities Management  we are passionate about the services we deliver; and our facilities management professionals are at the heart of everything that we do.We have an opportunity for an experienced Procurement Supply Chain Manager to join our team based in Cheltenham, Gloucestershire.  This is a full time role working 40 hours per week 08:30-5:30.  There is a requirement to work flexibly and may require some evening, night and weekend work.  The position will fall part of the Duty Manager Rota.As Commercial Supply Chain Manager you will report to the Director of Services to provide the lead on Procurement and Commercial support to all existing and future sub-contracting and supply chain management activities. You will implement regional and local procurement strategies that deliver measurable improvements in cost, quality and service, ensuring compliance with the Regional Procurement and Commercial Policies.You will need to actively engage with key stakeholders, including Operations, Finance, Procurement and Legal, to ensure alignment between G4S customer needs and supply chain service delivery, compliance and commercial aspects ensuring alignment with the organisational needs and Procurement objectives. Whilst acting as the focal point for all Supply Chain contractual/commercial issues including review/negotiation of existing/new terms and conditions of contract and subsequent risk analysis and mitigation.There is an increased requirement for the successful candidate to focus on driving the best cost for contracts therefore this will feature heavily within the process and the candidate being able to demonstrate how they have done this within previous roles.Key Responsibilities will include:Develop, agree and implement a successful strategy associated business plan for FCO commercial supply chain management.Ensure an appropriate supply chain is engaged and put in place, oversee and monitor relationships with key embedded sub-contractors to ensure contractual requirements are fully met and KPI’s are achieved with appropriate cost savingsDevelop, agree and implement a successful strategy for ensuring the compliance and adherence of all employees to the commercial supply chain management processesWork closely with Group Procurement as part of the C&J Procurement Lead teamFormulate good working relationships with the Client, Authority G4S teams in order to understand new business potential, including make vs. buy, and to implement improved processes and systems.Champions the G4S Procurement value and visionEmbed effective commercial contract management for critical sub-contracts, driving a continuous improvement agenda, with tangible measurable outputs including cost improvements.Ensure sub-contractors perform strictly in line with contractual conditions, including client and legislative requirements within a culture of continuous improvement and innovation, making recommendations to change suppliers where necessary. Take ownership of sub-contract mobilisation/demobilisation activities ensuring business continuity.Deliver effective procurement/tender processes from start to finish including capital expenditure equipment and service/maintenance agreements and put in place appropriate training for the contract.Support the Development of cost models as required with service specialists and financial advisors.Lead on development and management of the supply chain risk register. Distinguish between risks, issues and opportunities and escalate where needed.Provide commercial leadership in the negotiation of indexation and other sub-contract variations and escalate compliance and commercial risks as appropriate.  Demonstrate an understanding of the P&L and balance sheet impact/influence of procurement activity.Undertake reviews and projects as required to resolve contract-specific commercial issues relating to both the existing contract and new business.Provide guidance and support with regards to compliance with P2P transaction processes, raise supplier and stakeholder awareness and understanding of each and describe the benefits.Provide guidance and support with regards to sub-contract form (and inclusions), due diligence and ongoing delivery of obligations through the supply chain.Accountable for ensuring all his/her projects follow the agreed procurement governance and projects managed using nominated systems as appropriateIs able to support large complex sourcing events run by Group Procurement and negotiation activities with key suppliers, in line with the FM/FCO Category strategies, ensuring supply chain solutions meet the business requirements and deliver in-year P&L impacting savings and efficiencies.Builds a clear and credible opportunities pipeline (3 year vision) ensuring integration into the Global benefits tracker and demand calendarCapable stakeholder management skills, ability to liaise with stakeholders of all levels confidently and autonomously building strong and effective relationships Drive supplier performance measures against which suppliers are monitored within a culture of continuous improvement and best practice, making recommendations to change suppliers where necessaryHas a good understanding of how eSourcing works and how it should sit within G4S procurement.Ensure full contractual and legal compliance ensuring suppliers perform strictly in line with contractual conditions and legislative requirements; including risk assessmentsShow a clear understanding of the business plans/strategies that might impact the supply chain.Ensure regular market testing and benchmarking is performed to ensure the maintenance of market competitiveness, value for money and best practice.The Ideal Candidate:Essential Criteria:At least 5 years practical Procurement experience gained in a professional purchasing role.Demonstrable experience in the procurement of FM products and services, TCO/Maintenance buying.A strategic thinker with strong commercial awareness, excellent interpersonal and influencing skills, and a target/profit driven attitude with a focus on delivering resultsAbility to influence a diverse group of key stakeholders at all levels.Strong analytical and strategic problem-solving skills.An ability to work with ambiguity whilst making decisions that are commercially sound.Advanced knowledge of contract law and sub-contracting processes including legislative requirements around asset and facilities management.Excellent negotiation, communication and interpersonal skills.Excellent written and oral communication skills.
