Job Title: Water Economist/Consultant
Location: London

Arup’s award-winning Business and Investor Advisory (BIA) team are one of the largest technical advisers by deal value in the water, energy, and infrastructure markets. Our advice spans the breadth of the project lifecycle and we work across international markets. Typical projects you would get involved in include economic, regulatory, policy, and commercial advice to infrastructure investors, asset owners, operators and developers, regulators, governments, and international financial institutions, in the water, energy, transport, social infrastructure, and other utility sectors. Sustainability and decarbonisation agendas are often at the core of our projects. 

You will also contribute to shaping regulatory frameworks for the water, energy, and infrastructure sectors through our growing work portfolio with public sector and regulatory bodies, including Ofwat, Ofgem the Office of Rail and Road (ORR), Network Rail, and the Department for Business, Energy & Industrial Strategy (BEIS).

Our team continues to grow, and we are looking for two Water Economists/Consultants with a broad skill set and an ambition to accelerate their career whilst supporting the growth of our business. The successful candidates will be responsible for providing high-quality policy, regulatory, strategy, and commercial advice to our clients across a wide range of projects. Candidates should have a policy/economic or commercial/ strategy experience in the water sector. Experience within energy and other utility sectors is an advantage. 

The successful candidate will be responsible for delivering projects to a variety of public and private sector clients. Projects may range from research studies, policy design, regulatory advice, due diligence, market assessments, corporate strategy advice and sustainable investment advisory services. Project work will require a range of quantitative and qualitative skills including:

Understanding of the water regulatory environment. Experience within energy and other utility sectors is an advantage;
Undertaking policy analysis and policy design and ability to translate these into policy advice;
Undertaking economic and financial analysis, market assessments, asset evaluations;
Supporting the development of business plan, business case, and economic appraisal;
Modelling skills, e.g. cost assessment, demand and tariff modelling, using STATA and similar tools;
Liaising with other experts within and outside the organisation on complex issues;
Preparing and supporting delivery of reports and presentations to clients;
Contributing to the development of Arup’s modelling and other in-house economic appraisal and commercial assessment tools;
Supporting business development, project proposals and project delivery;
Providing support and guidance to more junior team members on a day to day basis and contributing to the team’s learning and development culture.

The candidate should be capable of promoting the practice and building their own professional network of contacts. Arup is a multidisciplinary consultancy and whilst you will have specific experience in one or more of the above sectors you will have the freedom to work with experts from a range of disciplines across Arup.

Requirements and skills
The successful candidate will have previous experience in policy, economic, commercial and market analysis gained through providing advice to public or private sector organisations.
We would expect the candidate to have knowledge and experience of the regulatory environment and market structure of the water sector. Experience of energy, transport, and other utilities is an advantage. We expect a passion for water.
The candidate will need to have the ability to apply policy, economic and commercial concepts across a variety of fields and sectors. 
Applicants should preferably have at a degree in economics, finance, business management or a closely related discipline and ideally a post-graduate qualification. 

Candidates should also ideally be able to demonstrate some of the following:

Understanding of micro, industrial or regulatory economics and policy;
Core skills in commercial and market analysis;
Highly numerate, as demonstrated by both, a degree in a relevant subject and experience;
High comfort level with technical analysis and ability to suggest best analytical approaches;
Proficient in Excel (prior VBA experience would be viewed upon favourably but not necessary);
A strong interest and proven capability in business development and client engagement.
