This role falls IN Scope of IR35. The purpose of this post is to support the Programme for Government commitment to introduce extended producer responsibility in order to incentivise business to reduce waste. The post will work across the programme set up to implement this commitment and interact with a range of projects. The post will provide impact economic, business and carbon benefit analysis of these reforms which includes new obligations on businesses and the public sector to recycle their waste. Your new roleEconomic analysis is required to understand the short- and long-term impacts of these reforms, likely costs to business plus the wider benefits to society. As a specialist, the post-holder will lead a package of economic analysis, which will support the development and delivery of this programme of work-streams. Analysis will also be used in regulatory impact assessments, business case development and policy options appraisal and post implementation planning. The post will also support work being delivered through our infrastructure programme, which seeks to provide the infrastructure Wales needs to transition to a more circular economy, where resources are kept in use for as long as possible. A couple of specific responsibilities will include: - Design and deliver analysis of different economic and social opportunities which may arise from transition to a Circular Economy programme, to help prioritise the programme and assist in the determination of the most appropriate opportunities.- Design and deliver economic analysis to provide timely evidence of the impact in Wales to underpin the delivery of the projects within the Extended Producer Responsibility Programme.
What you'll need to succeedTo succeed in this role you will be an economist by trade. You will have a economics degree and a track record of economist roles. Any public sector experience would be beneficial but not necessarily essential. You will need well-developed research skills. The ability to extract and analyse relevant data using a range of statistical software packages.
