Connect2Luton are excited to recruit on behalf of Luton Borough Council in their Property & Infrastructure department!

As a Construction Project Manager you will be responsible to provide leadership in and carry out all aspects of electrical services design within the Project Design and Delivery Team dealing with the development of construction projects including schools, commercial properties, housing and public buildings, and to co-ordinate, monitor and supervise the professional design services and standards delivered by internal engineers and external consultants and ensuring that technical and financial criteria are met.

About the Role :

  • Provide professional electrical design services to new build and refurbishment projects ranging from small extensions to complete building developments within the Borough and ensure that design, financial and timescale criteria are met.
  • Receive and interpret client briefs in conjunction with the lead consultant, prepare accurate budgets, carry out design and drafting of schemes and prepare specifications. Invite and evaluate competitive tenders, supervise installations, agree financial accounts and maintain technical and quality standards and undertake the final certification requirements.
  • Assist in the selection and appointment of suitable external engineering consultants, provide a brief for the detailed design and act a liaison link between the various professionals on projects, deal with related problems and ensure that project objectives are achieved.
  • Monitor set performance targets for engineers, specialists and consultants and ensure that legislative, technical and quality performance and best practice requirements are met, and where necessary recommend course of action leading to improvements.
  • Provide professional advice and guidance, both verbal and written, to client departments, building managers and schools wishing to carry out the development and maintenance of the landlords property on their own behalf and monitor standards of work carried out to ensure compliance with all necessary policies, procedures and regulations.
  • Assist with the preparation and monitoring of electrical design programmes and production in conjunction with Architects, Mechanical Services Engineers, Quantity Surveyors, and external consultants in order to achieve agreed programmes and outcomes.
  • Carry out site surveys of all electrical services and prepare written reports on condition, capacity and suitability for reference and project planning purposes.
  • Contribute to the development of the wider Property and Infrastructure team, including recommending improvements and standardisation of working practices, developing and implementing computer aided design, constructive problem solving, business planning and coaching other team members, in order to reflect best practice and the requirements of Best Value.
  • Ensure that accurate and up to date records and attribute information (asset data, condition) including CAD drawings are electronically updated onto the Council's Asset Information Systems.

About you :

Able to write complex reports and briefing documents for external consultants.

Able to create and maintain effective working relationships both internally and externally and to consult, negotiate and influence others inside and outside the Council.

Able to control, supervise and monitor the activities and performance of consultants and contractors

A thorough understanding of current, relevant legislation and statutory requirements, including CDM regulations, asbestos regulations and IEE regulations and to comply with these.

A relevant professional qualification and membership of an appropriate institute e.g. CIBSE, IEE, or equivalent qualification or equivalent verifiable work based experience and training.

Desirable skills :

Some experience and knowledge of Local Government practices and procedures.

Ability to use Microsoft Office software i.e. Word and Excel and use of electronic mail.
