Job Description


  • To develop strategic priorities and lead the work on the design and commissioning for population or local authority services in order to improve quality, value for money and reflect national and local priorities.
  • To be responsible for the delivery of complex project plans, monitoring and managing progress and taking responsibility for problem solving; resolving issues to ensure individual projects and the wider commissioning programme remain on track to deliver on time and in budget. This includes working closely with finance, procurement and legal officers to ensure procurement processes are timely, competitive, transparent and equitable.
  • To support senior leaders in Children's and Adults Services in achieving value for money from third party spend when commissioning for the Local Authority and work with colleagues across boroughs and the ICB to support the delivery and oversight of joint contracts.
  • To lead on specific commissioning projects that help shape and influence the provider market to deliver the departmental priorities, including the development of market management and development strategies to deliver greater choice and control for people who use services. This includes chairing that may be inter-agency or multi-disciplinary meetings, as required.
  • To develop and maintain expert knowledge on relevant legislation, guidelines and government policy in order to support and develop effective collaboration with service managers from across the department.
  • To work closely with strategy, performance and public health leads to contribute to the planning and delivery of the Joint Strategic Needs Assessment and Health and Wellbeing Strategy.
  • To facilitate stakeholder involvement in service re-design and development, ensuring proper involvement in decision-making undertaken by the relevant partnership or governance groups by organising and chairing workshops, consultation events, information events, forums and steering groups as appropriate.
  • To represent departmental commissioning at cross agency strategy, planning and development meetings, and contribute to the development of new inter agency initiatives across Southwark.
  • Carry out the duties and responsibilities of the job in accordance with the Council's Health and Safety Policy and relevant Health and Safety legislation and to actively promote equalities through the application of the Council's employment practices and procedures in accordance with relevant legislation and best practice guidance.
