Contract-Initial 3 Month Interim Contract
Day rate: £600 to £700 per day
Reports to: Head of Delivery & Assurance
Location: Newham Council (hybrid; frequent site presence)

Purpose

Provide hands-on operational leadership for interventions. When programmes or service areas stall, step in to coordinate recovery, unblock dependencies, stabilise schedules, and support Programme Managers and service leads to get delivery back on track-without displacing their BAU ownership.

Key accountabilities

  • Recovery coordination
    • Lead short-term taskforces to accelerate:
      • Fire safety remedial actions from FRAs (site scheduling, contractor coordination, access strategies).
      • Electrical safety EICR catch-up programmes, including voids and hard-to-access homes.
      • Smoke/CO alarms compliance verification and rectification runs.
      • Repairs backlog clearance with focus on damp & mould cases and statutory health/safety priorities.
  • Operational controls
    • Re-baseline work plans, RAID and dependencies; implement stage-gate checklists; agree milestone acceptance criteria with Programme Managers.
  • On-site problem-solving
    • Conduct site walk-throughs; remove blockers (access, materials, permits); escalate supply-chain issues; coordinate decants as needed with Housing Options.
  • Performance tracking
    • Run daily/weekly performance huddles; maintain live trackers and recovery dashboards with the Performance & Governance Analyst.

Essential skills, knowledge & experience

  • Demonstrable experience managing operational recovery in housing/building safety/repairs; confident in contractor management and access strategies.
  • Strong project controls (plans, RAID, change control); crisp, pragmatic communication.

Desirable

  • PRINCE2/MSP practitioner-level awareness for structured recovery; familiarity with damp & mould good practice and HOS expectations.

Measures of success

  • Sustained reduction in overdue actions and backlogs; recovery milestones delivered on time; improved resident outcomes (e.g., damp & mould resolution).
