Senior Regeneration Manager in London - Goodman Masson

A London Local Authority is seeking an Interim Senior Regeneration Manager to lead a major estate regeneration project from feasibility through to procurement and business case approval. This role will manage multi-disciplinary teams and drive the delivery of a high-profile housing and regeneration programme that improves existing homes, delivers new affordable housing, and achieves positive outcomes for residents.

Key duties:
• Lead the appointment and management of internal and external project teams, including commercial advisors, architects, legal, cost consultants, planners and MEP/sustainability engineers.
• Oversee feasibility work, including design development, massing studies, technical surveys, financial appraisals, and legal due diligence (including title review and CPO strategy).
• Produce the business case for the preferred regeneration option including design, viability, funding, phasing, sustainability strategy and financial impact on HRA and General Fund.
• Coordinate resident engagement, including resident offer, consultation planning and sentiment surveys.
• Lead soft market testing and develop procurement strategy.
• Manage pre-procurement activities: procurement timetable, tender documentation and minimum project requirements.
• Prepare governance and decision-making reports.

Client requirements:
• Proven experience delivering complex estate regeneration or large capital development programmes within a local authority, housing association, or development environment.
• Strong technical understanding of development feasibility, viability, procurement and planning.
• Ability to lead multi-disciplinary consultant teams and manage multiple internal stakeholders (housing, legal, finance, planning).
• Excellent communication and stakeholder management skills, including resident engagement.
• Commercially astute with experience preparing business cases and reporting through governance.
• Relevant professional qualification desirable.
